Roofing in The Woodlands, TX

Roofing in The Woodlands, TX: Township roofing standards, exterior approval and what to ask before a roof repair or replacement.

Before a new roof goes on in The Woodlands, the Township's covenant rules require written approval, and since May 2025 its roofing standard spells out which colors and materials are acceptable. Knowing those rules before you collect quotes saves a round of revisions. Describe your roofing problem here, and we try to pass it to an independent local roofer, who confirms whether they serve the address.

Where The Woodlands sits

The Woodlands Township describes itself as a special-purpose local government about 27 miles north of downtown Houston, founded in 1974 by developer George P. Mitchell. The Handbook of Texas places it west of I-45 in southern Montgomery County and lists it as unincorporated. The Township's own residential standards note that primary authority over its street rights-of-way rests with Montgomery or Harris County. Because it is not a city, the covenant approval and any construction permit are separate questions, so ask the contractor which office, if any, handles a permit for your address.

The Township's roofing standard

Under the Township's Covenant Administration rules, placing, building, altering or repairing an improvement on a single-family lot needs prior written approval from a Residential Design Review Committee or its staff. These resident committees meet monthly, and applications go through the Township's online Civic Access portal.

The roofing section of the standards was revised effective May 21, 2025. It says:

  • roofing must be in muted shades with no color pattern, in colors that fit the natural landscape;
  • acceptable materials include tile, slate, composition shingles, stone-coated or standing-seam metal, and cement-fiberboard products;
  • metal roofing must have no glossy finish;
  • composition shingle and standing-seam metal roofs in muted brown, grey or black, with no color pattern, may be approvable by staff in every neighborhood except Shenandoah, which is limited to dark brown or grey;
  • every roof is still reviewed for compatibility with the home's materials and colors.

In practice, a solid, muted brown, grey or black shingle matches the staff-approval wording most closely. Ask the Township whether a multi-tone blend counts as a color pattern, and note that a glossy metal finish is not allowed at all. Ask the roofer to put the exact product and color name on the quote, and submit that.

One exception is noted on the Township's permitting process page. For the Grogan's Forest neighborhoods of Cantwell Forest, Avalon Oaks and Dulcimer Woods, its chart lists roofs among the improvements applied for at Shenandoah city hall.

Homes from the 1990s and 2000s

Of the roughly 46,800 housing units the Census Bureau counts in The Woodlands (ACS 2020–2024, via Census Reporter):

  • about 53% were built between 1990 and 2009;
  • about 23% were built in 2010 or later;
  • fewer than 8% were built before 1980;
  • the median year built is 2000.

A house built around 2000 that still has its first roof is past the 25-year mark. If you are not sure whether yours has been replaced, the seller's disclosure from your purchase may mention it. The inspection page explains what a condition report should cover.

Trees are the local hazard

Falling trees caused most of Hurricane Beryl's direct deaths in the Houston area. The National Weather Service's Beryl report says the storm's winds brought down numerous trees and power lines across the region in July 2024, and that five of the seven direct deaths were caused by falling trees. If a limb has hit your roof, stay off it and keep away from any downed lines. Photograph the damage from the ground, and use the after-storm guide for next steps. For leaves packed in valleys and gutters, see the gutter installation page.

Common questions

Do I need approval for a new roof in The Woodlands?

Yes. The Township's covenant rules require prior written approval from a Residential Design Review Committee or its staff, and applications go through the online Civic Access portal.

What roof colors does The Woodlands allow?

The 2025 standard calls for muted shades with no color pattern. Composition shingle or standing-seam metal roofs in muted brown, grey or black may be approvable by staff, except in Shenandoah, which is limited to dark brown or grey.

Is a metal roof allowed in The Woodlands?

Stone-coated and standing-seam metal are on the list of acceptable materials, but the finish cannot be glossy. Every roof is still reviewed for how well it fits the home's other materials and colors.

My Woodlands house was built around 2000. Is the roof due?

A first roof from that era is past the 25-year mark, so it is worth an inspection even if nothing leaks. Your purchase disclosure may say whether the roof was already replaced.
