Texas does not license roofers, so the homeowner does the vetting. Choosing a roofing contractor in Houston

Texas does not require roofers to hold a state license, so in Houston the vetting falls to the homeowner. A short list of checks separates a sound roofing company from a risky one: written bids, proof of insurance, a clear answer on the city permit, and no games with your insurance deductible. Tell us your ZIP and what is wrong with the roof, and we try to connect you with an independent local roofer who covers your address.

How to vet a Houston roofer before you sign

CBS Texas reported in 2022 that roofers in Texas need no license, though some choose a voluntary license from the Roofing Contractors Association of Texas, whose website lists the companies that hold it. The same report suggests looking up the owner's name as well as the company's, because a contractor in trouble can reopen under a new name.

The Texas Department of Insurance gives a few rules worth keeping on the fridge. Its contractor scams page advises hiring local contractors, getting written bids and checking references, and says three bids help show which prices are too high or too good to be true. After a disaster, an out-of-town contractor may not legally ask for a down payment before work starts.

Two Texas laws protect you on an insurance job. A contractor may not offer to waive, pay or rebate your deductible, and a roofer may not act as your public adjuster on a house it is working on, according to TDI's roofing and insurance law summary. Our list of questions to ask a roofer turns these rules into a script for the first visit, and the storm-chaser red flags guide covers the door-knockers who show up after hail.

The Houston permit

Inside city limits, the Houston Permitting Center issues a residential roofing permit for a re-roof or an overlay. The city's page lists plan review, an inspection, a six-month validity period and about 10 business days of processing. Put the permit in the contract by name, along with who pays for it. Suburbs run their own offices, which the town pages below explain.

What roofing work costs

No published survey gives a reliable Houston-only price, so start from national figures and get local quotes. This Old House (updated October 2026) puts a 2,000-square-foot asphalt shingle roof at about $10,319 nationally and metal at about $19.30 per square foot, and says labor makes up roughly 65% of the total. Its repair cost guide (updated March 2026) lists roughly $50–$800 for shingle damage and $100–$600 for an inspection. Our new roof cost guide breaks a quote down line by line, and the roof replacement page lists what a full scope should include.

Houston weather and your roof

The Atlantic hurricane season runs June 1 to November 30 and peaks around September 10, according to the National Hurricane Center. Houston has had two hard reminders recently: the May 16, 2024 derecho, which the National Weather Service says sent a swath of 100-plus mph winds through the metro, and Hurricane Beryl, which the NHC's report says passed over the western side of the metro that July. For damage already done, start with storm and hail damage roof repair. For a drip you can see, go to roof leak repair.

Insurance adds its own pressure. TDI notes that insurers look at the roof when you apply and may charge more or decline coverage, so an older roof can cost you before it ever leaks. Homes in parts of Harris County east of Highway 146 fall inside the TWIA windstorm area, which has its own compliance rules for roof work.

Common questions

Do roofers need a license in Texas?

No. Texas does not license roofers. Some hold a voluntary license from the Roofing Contractors Association of Texas, which you can look up on its website, but most of the vetting is up to you.

How many roofing quotes should I get in Houston?

TDI suggests at least three written bids. Compare them line by line: tear-off, decking, underlayment, flashing, ventilation, the permit and cleanup.

Do I need a permit to replace my roof in Houston?

Inside Houston city limits, yes. The city issues a residential roofing permit for both re-roofs and overlays, and the work must pass an inspection.

Can a Houston roofer pay my insurance deductible?

No. Texas law bars a contractor from waiving, paying or rebating your deductible. If a roofer offers, treat it as a warning sign and keep looking.

We connect Houston homeowners with independent local pros. You confirm the price and schedule directly with them.

Does sending a request book an appointment?

No. It starts a conversation. The roofer confirms coverage, timing, scope and price directly with you.

Is there a cost to send a request?

No. Sending the form is free. Any inspection or repair price is set by the roofer.

Should I get on the roof to take photos?

No. Stay on the ground or inside, note what you see, and leave roof access to a professional.
