Most Pearland houses were built in the 2000s and 2010s, so many still have the roof the builder put on, and the real question is often whether that first roof should be repaired or replaced, and with what. Send a roofing request here, and we try to pass it to an independent local roofer, who confirms whether they cover your address.
Where Pearland sits
Pearland is about 17 miles from Houston by road, according to mapsof.net. The Handbook of Texas puts the city on State Highway 35 in northern Brazoria County. It notes that Pearland grew into Harris County, and that parts also fall in Fort Bend County. The Handbook's population figures show how fast the city grew: about 37,600 people in 2000, 91,300 in 2010 and 126,000 in 2021.
A city of builder-installed roofs
Pearland has about 47,600 housing units, according to Census Bureau estimates for 2020–2024 (American Community Survey, via Census Reporter):
- about 34% were built from 2000 to 2009;
- about 25% were built from 2010 to 2019;
- only about 11% were built before 1980;
- half of all units date from 2003 or earlier (the median year built).
A house from the early 2000s that has never been reroofed is wearing a shingle that went on more than 20 years ago, chosen by the builder rather than the owner. Tell the roofer the year the house was built and whether the roof has ever been replaced. Then ask them to explain what they found, such as granule loss, lifted tabs or worn pipe boots, before they recommend a repair or a full tear-off. The repair-or-replace guide walks through that decision.
Permits through the City of Pearland
The city's Permits and Inspections division oversees construction on private property inside city limits. Its list of work that needs a construction permit includes repairing an existing structure. It does not single out roofing, so ask the contractor to confirm with the city whether your scope needs a permit. The same page links an interactive map for checking whether a property is inside city limits. If anyone asks you to pay a city permit fee in an unusual way, check with the permit office at 281-652-1638 before you pay.
Wind, hail and your HOA
In July 2024, the National Weather Service's preliminary Hurricane Beryl report noted a 97 mph gust near SH 36 at the Brazos River in Brazoria County. If you are replacing a roof anyway, it is worth pricing an impact-resistant or wind-rated shingle next to a standard one.
An HOA cannot simply rule that upgrade out. Texas Property Code section 202.011 bars a property owners' association from prohibiting shingles designed mainly to resist wind and hail, to improve heating and cooling efficiency, or to generate solar power. The shingles still have to resemble the ones approved in your subdivision, be more durable and of equal or better quality, and match the look of the surrounding homes. Ask your association for its current exterior-change process, and send it the exact product name before anything is ordered.
Next steps
Stay off the roof, and let the contractor document its condition. If water is overflowing at the eaves, read the gutter installation page. Before the visit, the inspection checklist shows what a thorough report should cover.
Common questions
Do I need a permit to replace a roof in Pearland?
The City of Pearland's permit list covers repairing an existing structure but does not name roofing on its own. Ask the contractor to confirm with the city's Permits and Inspections division whether your scope needs a permit, and to pull it if so.
Can my Pearland HOA stop me from using impact-resistant shingles?
Texas Property Code section 202.011 bars an association from prohibiting shingles designed mainly to resist wind and hail, as long as they resemble the approved shingles, are of equal or better quality and match the neighborhood. Send the association the exact product name first.
Is the builder's original roof on my Pearland house worth repairing?
It depends on what the inspection finds. Granule loss across the whole roof points toward replacement, while a few lifted tabs or a worn pipe boot can often be repaired. Ask for photos of each problem before you decide.
How do I know if my address is inside Pearland city limits?
The city's permits page links an interactive map that shows whether a property is inside city limits. A Pearland mailing address does not always mean the city issues the permit, so check before you assume.
